Rita: Last year you gave this one to King's Quest VII, because it was a game you'd tried in your youth, bounced off of, came back as an adult, and not only finally won, but came to a newfound appreciation and "ooh this is a good game actually" realization and ensuing warm fuzzy feeling which was what led to its victory. Not that I have any particular reason to bring this up as for completely unrelated reasons I'm sure (totally sure) I'm picking Final Fantasy V this year.
Crying Bulbasaur: I dunno, that ending to Klonoa: Door to Phantomile sounds pretty devastating. Anything that reminds you of Unico pretty much tells me everything I need to know.
Hint Coin: This was a tricky one because of how heavy the competition was. I ended up rereading all the linked reviews, having "Oh yeah, that one" flashbacks to when you were actually playing them in chat, and kind of guessed based on the one you had the most fun with. Which was also a guess I could be wrong on, mind, but shh. Anyway, Quern - Undying Thoughts. You even said in the entry itself that wow don't be surprised to see this one in the awards later because it's such a puzzley puzzler.
Wing of Wyvern: Excuse you, Dragon Warrior is the category namer. The mobile Dragon Quest version has like Chimaera Wings or somesuch. *fold arms sternly*
Anyway, you're right in that these really could go in any direction, so I'm not at all confident about this choice, but Sam and Max Hit the Road is your mental comfort food so let's just go with that.
Little Cup: We have basically adopted Kitten Adventures in City Park at this point, haven't we? I still haven't decided where it's going to win our awards, but I apparently have now decided it's going to win yours.
Smiling Shinx: I have now decided that Kitten Adventures in City Park is going to win yours twice.
Furry Little Body: I like to make my predictions for this one based on how openly heart-eyes you sounded in chat while playing and also in your writeup afterward. Which means it's obviously Crys... wait, that's not a nominee? Fine, Chip n' Dale: Rescue Rangers it is.
Golden Pheasant: This one is a tough to call because you're kind of repurposing the original intent of the category a little. Which is fine and awesome and I love seeing how these things organically grow. Mine are evolving too, after a couple years' worth of precedents are starting to set in, and I'm the one who invented most of them.
You sure made a good pitch for Sam and Max here, but I'm going to assume that's a red herring and give it to Shenmue, the game that is so overflowing with well-made and well-thought out if completely irrelevant assets that 60 of those 120 hours could be spent just wandering around staring at them.
Restore, Restart, or Quit?: You're not going to replay SRWX when you have another SRW game you ordered and will be playing that instead, The Eyes of Ara got a bit bullshit toward the end there, and FFT has received several shakes and left you frustrated every time. That leaves Romancing SaGa 2 versus Dragon Quest Builders, so it all comes down to "a game that was too hard and complex defeated you" versus "a game that was easy enough but just too long and you got tired of it." This already would have been an easy pick for Romancing SaGa 2 even if you hadn't all but spoiled it by tagging it ONGOING instead of INCOMPLETE.
Trap Devised by Satan: I'm going to shamelessly cheat here, but you openly told me that you'd be up for replaying Jazztronauts with me if I ever bought it, which I now have. Also, Jazztronauts hasn't won anything yet, and I refuse to believe you're going to Mega Man Unlimited this game.
Stan S. Stanman: Going with Hypnosis because your sense of "Guys you really need to see this" was so strong that you recorded and posted a longplay just to help with that, a distinction none of the other nominees can boast.

Sqrl's choice: Reading through the entries, it's hard to find anything that hit you with as much sheer joy and awe this year as The Legend of Zelda: Breath of the Wild. Well, okay, Dragon Quest IX came really close and this would not be a bad pick either, but... no, I'm sticking with this.
